CalWIN is one of the largest case data systems in California Department of Health Services, WCDS consortia. Welfare case data was recorded in legacy systems lacking sufficient automation to support tracking of time-on-aid federal requirements, and WCDS purchased the CalWIN system from EDS, the IT architect that has a long history of selling IT systems to government agencies. The legacy case data system, also called CDS, was also vendored by EDS. The design was driven by federal requirements and regulations, largely as directed by the CalWIN consortium.CalWIN system runs eligibility and benefits determinations and case maintenance, application registration, and statistical reporting functions.
